Gate admission is what you pay to get onto the fairgrounds. It is normally separate from ride wristbands, grandstand event tickets, and parking, which is how a fair can be cheap to enter and still expensive to spend a day at. Some events charge nothing at the gate: two agricultural fairs and several festivals in this directory are recorded as free admission, which makes them the low-commitment way to test whether a fair suits your group.
